Anti-dumping

On December 17, 2009, the European Commission announced the initiation of an anti-dumping investigation on imports of certain continuous filament glass fibre products from China (Notice No 2009/C 307/11).
The products subject to investigation are classified under the following HS codes: 7019.1100, 7019.1200, 7019.1910 and ex 7019.3100. Those goods are chopped glass fibre strands (of a length of not more than 50 mm), glass fibre rovings, slivers and yarns of glass fibre filaments, and mats made of glass fibre filaments (excluding mats of glass wool).
The complaint was lodged on November 3, 2009 by the European Glass Fibre Producers Association (APFE) on behalf of producers representing more than 50% of the EU production of the subject goods.
On September 15, 2010, the European Commission decided to impose a provisional anti-dumping duty on imports from China of chopped glass fibre strands (of a length of not more than 50 mm), glass fibre rovings (excluding glass fibre rovings which are impregnated and coated and have a loss on ignition of more than 3 %), yarns of glass fibre filaments (excluding yarns that are impregnated and coated and have a loss on ignition of more than 3 %), and mats made of glass fibre filaments (excluding mats of glass wool) (Commission Regulation (EU) No 812/2010). The rate of the duty ranges from 8.5% to 43.6% of the net free-at-Union-frontier price, depending on the company. This duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 243), i.e. on September 16, 2010, and is applicable for a period of 6 months.
On March 9, 2011, the European authorities decided to impose a definitive anti-dumping duty on imports of the above-mentioned products originating in China (Council Implementing Regulation (EU) No 248/2011). The rate of the duty ranges from 7.3% to 13.8% of the net free-at-Union-frontier price, depending on the company. This duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 67), i.e. on March 16, 2011.
On December 16, 2014, the European authorities decided to modify the duty imposed on March 9, 2011 by Regulation (EU) No 248/2011 (Commission Implementing Regulation (EU) No 1379/2014). The rate of the modified duty ranges from 14.5% to 19.9% of the net free-at-Union-frontier price, depending on the company, at the exception of the companies Changzhou New Changhai Fiberglass Co., Ltd., Jiangsu Chan­ghai Composite Materials Holding Co., Ltd. and Changzhou Tianma Group Co., Ltd. whose exports are not subject to the payment of a duty. This modified duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 367), i.e. on December 24, 2014.
 
On 15 March 2016, the European Commission initiated a sunset review of the anti-dumping duty imposed on imports of certain filament glass fibre products from China (Notice No 2016/C 99/06). This follows the request lodged on 14 December 2015 by the European Glass Fibre Producers Association on behalf of producers representing more than 25% of the total EU production of the subject goods.

On 7 April 2017, the European Commission extended the definitive antidumping duty imposed on imports of subject good from China following the conclusion of the above sunset review. The rate of duty is between 14.5% and 19.9% of the net free-at-Union-frontier price before duty depending on the company.
