Import quota

With Decision No. 229 of 20 November 2012 the Eurasian Economic Commission (EEC) of the Customs Union of Russia, Belarus and Kazakhstan established the tariff-rate quotas (TRQ) for imports of meat, poultry and whey for 2013 for its territory. While Russia increased selected TRQs, Belarus and Kazakhstan introduced either more restrictive or more liberalising TRQ.

Concretely, Russia:

  • increased the TRQ for fresh and chilled beef (classified under code 0201) from 33.33 thousand metric tonnes (TT) in 2012 to 40.00 TT in 2013
  • increased the TRQ for poultry (classified under code 0207) from 341.33 TT in 2012 to 364.00 in 2013
  • established a TRQ for whey (classified under code 0404) at the amount of 15.00 TT in 2013.

Kazakhstan introduced the following TRQ changes:

  • increased the TRQ for fresh, chilled, and frozen beef (classified under code 0201) from 13.92 TT in 2012 to 15.40 TT in 2013.
  • increased the TRQ for fresh, chilled, and frozen pork and pork trimmings (classified under code 0203) from 9.40 TT in 2012 to 9.70 TT in 2013.
  • decreased the TRQ for poultry (classified under code 0207) from 110 TT in 2012 to 100 TT in 2013.

Belarus introduced the following TRQ changes:

  • eliminated the quota for fresh, chilled, and frozen beef (classified under code 0201) from 5.00 TT in 2012 to 0.00 TT in 2013
  • decreased the TRQ for fresh, chilled, and frozen pork and pork trimmings (classified under code 0203) from 60.00 TT in 2012 to 47.20 TT in 2013.

Decision No. 229 shall enter into force 30 days from the date of its official publication (21 December 2012).
