On July 25th, 2009, the Turkish authorities initiated an anti-dumping investigation on imports of certain made-up textile articles and fabrics made of artificial or synthetics fibres (curtain, curtain cloth and upholstery) from China (Notification 2009/20, 25.07.2009).
The products subject to investigation are classified under the following HS codes: 5407.4100, 5407.4200, 5407.4300, 5407.4400, 5407.5100, 5407.5200, 5407.5300, 5407.5400, 5407.6110, 5407.6130, 5407.6150, 5407.6190, 5407.6910, 5407.6990, 5407.7100, 5407.7200, 5407.7300, 5407.7400, 5407.8100, 5407.8200, 5407.8300, 5407.8400, 5407.9100, 5407.9200, 5407.9300, 5407.9400, 6005.31, 6005.32, 6005.33, 6005.34, 6006.31, 6006.32, 6006.33, 6006.34, 6303.12, 6303.92 and 5810.92.
The complaint was lodged by Zorluteks Tekstil Sanayi ve Ticaret A.S., Tanriverdi Mensucat Sanayi A.S. and Burkay Tekstil Sanayi ve Ticaret A.S.
On January 22nd, 2010, the Turkish authorities imposed a provisional anti-dumping duty on imports of the above-mentioned products originating in China (Notification 2010/1, 22.01.2010). The rate of the duty is 70.44% of the CIF value.
On April 11th, 2010, the Turkish authorities imposed a definitive anti-dumping duty on imports of the above-mentioned products originating in China (Notification 2010/8, 11.04.2010). The rate of the duty is 70.44% of the CIF value (and a maximum amount of USD 5.00 per kilogram). Some items are not subject to the measure (for details, please see Table 2 of Notification 2010/8).
On April 10th, 2015, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on April 11th, 2010 (Notification 2015/7, 10.04.2015).
It follows the application for a review lodged by the Turkish Association of Textile Businesses and Industries (Türkiye Ev Tekstili Sanayicileri ve Isadamlari Dernegi - TETSIAD) on behalf of its members.
On 24 May 2016, the Turkish authorities extended the anti-dumping duty on imports of the above-mentioned products from China following a sunset review (Notification 2016/18, 24.05.2016). The amount of the duty imposed is the same as imposed on 11 April 2010 through Notification No. 2010/8, i.e. 70.44% of the CIF value, howevermaximum USD 5.00 per kilogram.
