On 12 May 2016, Sri Lanka published the Extraordinary Gazette No. 1966/26 which resulted in an increase in the Special Commodity Levy by Rs. 20 on the import of soya bean oil, palm oil, sunflower seed oil/safflower/cotton-seed oil, coconut/palm kernel/ babassu oil, and margarine. The effective levy rates therefore are increased from Rs. 110-130 to Rs. 130-150 per kg. on soyabean oil, palm oil, and sunflower seed oil/safflower/cotton-seed oil, from Rs. 130-145 per kg. to Rs. 150-165 on coconut/palm kernel/ babassu oil, and from Rs. 175-275 per kg. to Rs. 195-295 per kg. on margarine.
The Special Commodity Levy is a composite duty on the product and no other tax, duty, cess etc. is applicable on the said product while the levy is valid.
This SCL, initially announced for a period of 6 months has been amended on 17 June 2016 (see related State Act).
