NoOn 19 April 2016, the Indian Directorate General of Anti-dumping & Allied Duties, Ministry of Commerce and Industry, initiated an anti-dumping investigation on imports of cold-rolled steel and cold reduced flat steel products of alloy, non-alloy or iron, not clad, plated or coated from China, Japan, Ukraine and the Republic of Korea. The products subject to investigation are classified under the following HS codes: 7209, 7211, 7225 and 7226. This investigation follows the application lodged by Steel Authority of India Limited, JSW Steel Limited, Essar Steel India Limited and JSW Steel Coated Products Limited.
On 17 August 2016, the Indian Ministry of Finance issued the Customs Notification imposing a provisional anti-dumping duty on the above products from China, Japan, Ukraine and the Republic of Korea (Notification No. 45/2016-Customs (ADD), 17.08.2016). The amount of the duty imposed on imports originating in or exported from the Republic of Korea, China, Japan and Ukraine is USD 594 per tonne. This is with the exception of a number of Korean producers and exporters who are exempt from this duties. The provisional duty is in force for a period of six months.
On 7 February 2017, the Indian Ministry of Finance extended the above provisional duty on imports of the subject good from China, Japan, Ukraine and the Republic of Korea for an additional period of two months.
On 12 May 2017, the Indian Ministry of Finance imposed a definitive antidumping duty on the subject good from China, Japan, Ukraine and the Republic of Korea. The rate of duty imposed on imports from the Republic of Korea, China, Japan and Ukraine is USD 576 per tonne. The definitive antidumping duty is in force for a period of five years from the date the provisional came into force, i.e. on 17 August 2016.
On 31 March 2021, the Indian authority announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from China, Japan, Ukraine, and the Republic of Korea. This follows the application lodged by JSW Steel Limited, JSW Steel Coated Products Limited and Arcelor Mittal Nippon Steel India Limited.
On 5 January 2022, the Indian authority announced its decision of not to extend the definitive duty imposed on imports of the subject good from China, Japan, Ukraine, and the Republic of Korea.
The duty was terminated in 16 August 2021.
