U.S. Customs and Border Protection (CBP) announced a reclassification ruling in the May 6, 2015 edition of Customs Bulletin and Decisions that resulted in a significant lowering of the tariff applicable to certain textile fibers. Polyvinyl alcohol fibers chopped into lengths of less than 5 mm as textile fibers not exceeding 5 mm in length had previously been classified under HTSUS subheading 5503.90.9000 and subject to a 4.3% duty, but CBP has ruled that they may be reclassified under HTSUS subheading 5601.30.00 and thus duty-free. Japan and the Netherlands are the principal suppliers of this product.
