On 21 April 2016 Verkhovna Rada (the unicameral parliament of Ukraine) passed at second reading bill No. 3868 which proposed an increase of the scrap exports duty from EUR 10 to EUR 30 per tonne for three years by amending Article 13 of the Law on Foreign Economic Activities of Ukraine.
The purpose of this piece of law is to curb the shortage of scrap ferrous metal on the domestic market. As a last legislative step, on 25 April 2016, the draft bill was sent for signature to the President of Ukraine, Mr Petro Poroshenko.
Mr Poroshenko returned bill No. 3868 for re-consideration by Verkhovna Rada. He proposed the exports duty on scrap ferrous metal to be temporarily set at EUR 30 per tonne for one calendar year. On 12 July 2016, Verkhovna Rada approved the amended by the President of Unraine legal act.
