NoOn January 22, 2010, the Turkish authorities initiated an anti-dumping investigation on imports of glass fiber reinforcement materials from China (Notification 2010/3).
The products subject to investigation are classified under the following HS codes: 7019.1100, 7019.1200, 7019.1910, 7019.1990, 7019.3100, 7019.9091 and 7019.9099.
The complaint was lodged by Cam Elyaf Sanayii A.S.
On July 21, 2010, the Turkish authorities imposed a provisional anti-dumping duty on imports of glass fiber reinforcement materials originating in China (Notification 2010/19). The rate of the duty is 38% of the CIF value.
On December 31, 2010, the Turkish authorities imposed a definitive anti-dumping duty on imports of glass fiber reinforcement materials originating in China (Notification 2011/1).The rate of the duty is 23.75% of the CIF value, at the exception of the company Chongqing Polycomp International Corporation whose exports are subject to a duty of 20.20%.
On April 25th, 2014, the Turkish authorities initiated an interim review of the anti-dumping measure imposed by Notification 2011/1 on December 31st, 2010 (Notification 2014/13, 25.05.2014).
On April 17th, 2015, the Turkish authorities concluded the interim review initiated on April 25th, 2014 and decided upon the continuation of the anti-dumping measure while modifying the rate of the duty (Notification 2015/5, 17.04.2015). The modified rate of the duty is 35.75% of the CIF value, at the exception of the company Chongqing Polycomp International Corporation whose exports are now subject to a duty of 24.50%.
On November 18th, 2015, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on December 31st, 2010 (Notification 2015/50, 18.11.2015). It follows the application for a review lodged by Cam Elyaf Sanayii A.S., a domestic producer of the subject goods.
On 3 November 2016, the Turkish authorities extended the anti-dumping duty on imports of the subject goods from China following the conclusion of the above sunset review (Notification 2016/48). The amount of the duty is 24.50% or 35.75% of the CIF depending on the company and specific product.
