On 7 December 2015, the Pakistani National Tariff Commission initiated an antidumping investigation on imports of printing ink from China and the Republic of Korea (Notice ADC No. 40/2015/NTC/OP). The products subject to investigation are classified under the following HS code: 3215.11.10, 3215.11.90, 3215.19.10 and 3215.19.90. This investigation follows the application lodged on 6 October 2015 by DIC Pakistan Limited, Lahore.
On 21 December 2016, the Pakistani National Tariff Commission imposed provisional anti-dumping duties on imports of the subject good from China and the Republic of Korea. The rate of duty on import from China is between 9.7% and 19.12% of the C&F value in ad valorem depending on the company. The rate of duty on import from the Republic of Korea is 9.64% of the C&F value in ad valorem. This is with the exception of Daihan Ink Co. Ltd whose exports are exempt from anti-dumping duties. The measure is in force for a period of four months.
On 21 July 2017, the National Tariff Commission concluded and terminated the above investigation without the imposition of definitive duties. Importers may request a refund of paid provisional duty within a period of 30 days.
