Export quota

As of 1 July 2016 the Council of Ministers (according to Decree No. 100 of 1 April 2016) allows the export of fruit and vegetables(classification groups 07--08) by vehicles to a wider group of exporters.

Decree No. 100 permits exports of the mentioned goods by vehicles owned by legal entities and individuals on the condition that they have licence to carry out international cargo transportation. To date, this is the final in a sequence of liberalising amendments of Decree No. 249 of 28 August 2015. 
A summary of the previous state measures concerning the mentioned fruit and vegetables (group 07--08) is as follows: 

  • Initially, Decree No. 249 obliged the agricultural exporters of these goods to export the mentioned products only by railways and air transport starting from 1 September 2015.
  • Decree No. 288 liberalised the initial measure by extending the scope of Decree No. 249 of 28 August 2015.
  • The introduced by Decree No. 288 permission was extended until 1 July 2016 (according to Decree of the Council of Ministers No. 13 of 20 January 2016).

 
On the basis of the comparison of the rules in Decree No. 288, and Decree No. 13 vs. Decree No. 100, a conclusion can be drawn that the latter extends the scope of the former (more people benefit), hence it is liberalising.
