Decree No. 245 of 25 March 2016 of the Council of Ministers of the Republic of Belarus contains measures that have the purpose to expand the use of Belarusian and originating from the Eurasian Economic Union goods in the local light industry.
The decree introduces a new (non-existent before) rule with respect to the public procurement of designated light industry products of foreign origin. Specifically, offers of foreign suppliers of these goods must be declined in public procurement if two ore more offerings are submitted by suppliers from Armenia, Belarus, Kazakhstan and/or the Russian Federation. Decree No. 245 enters into force three months from the date of its official publication.
Furthermore, albeit without legal force, Decree No. 245 recommends to private producers to purchase in 2016locally produced textiles for manufacturing of sewn products minimum atthe amount of 25% of their total purchases.
The GTA includes state guarantees and other financial incentives that are likely to affect the restructuring and performance of firms facing international competition, whether from imports, in export markets, and from foreign subsidiaries.
