Anti-dumping

On 11 November 2009, the European Commission initiated a sunset review of the anti-dumping duty imposed on imports of okoumé plywood consisting exclusively of sheets of wood, not exceeding 6 mm thickness per ply, with at least one outer ply of okoumé not coated by a permanent film of other materials originating in China. (Notice No. 2009/C 270/10) The products subject to investigation are classified under HS code ex 4412.31.10. This follows the request lodged on 13 August 2009 by the European Federation of the Plywood Industry on behalf of producers representing more than 40 % of the production of okoumé plywood of the EC.

On 3 November 2011, the European Commission extended the definitive duty and an additional five years following the above-mentioned sunset review. The rate of the duty imposed is between 6.5% and 66.7% of the net free-at-Union-frontier price depending on the company. (Notice No. 82/2011)

The European Commission initiated the initial investigation on 19 August 2003. This follows the request lodged on 7 June 2003 by the European Federation of the Plywood Industry (FEIC) on behalf of producers representing more than 50% of the EU production of the subject goods. (Notice No. 2003/C 195/03) On 19 May 2004, the European Commission imposed a provisional anti-dumping duty on imports of the above-mentioned products originating in China (Notice No. 988/2004). The rate of the duty imposed is between 8.5% and 48.5% of the net free-at-Union-frontier price depending on the company. The duty will be in force for a period of six months. On 3 November 2004, the European Commission imposed a definitive an anti-dumping duty on imports of the above-mentioned products originating in China. (Notice No. 1942/2004) The rate of the duty imposed is between 6.5% and 66.7% of the net free-at-Union-frontier price depending on the company.

On 29 January 2016, the European Commission initiated a sunset review of the anti-dumping duty imposed on imports of okoumé plywood originating in China. (Notice No. 2016/C 34/06). This follows the request lodged on 22 October 2015 by the European Panel Federation (EPF) on behalf of producers representing more than 25% of the total EU production of the subject goods.
 
On 7 April 2017, the European Commission extended the definitive anti-dumping duty on imports of subject good from China following the conclusion of the above sunset review. The rate of duty is between 6.5% and 66.7% of the net free-at-Union-frontier price before duty depending on the company.
