On 2 July 2014, the Chinese Ministry of Finance issued a Notice scrapping the import duty exemptions for steel products used as raw materials.
Starting 1 August 2014, all steel products will face the same import tariffs, no matter whether imported as raw materials or as final goods.
On 28 August 2014, the Ministry announced that it would postpone the lifting of the exemption and the old regulations would come into force only on 1 January 2015.
The list of affected trading partners is based on 6-digit HS codes.
