On 30 March 2016 the Russian Government (according to Decree No.540-p) allocated state subsidies for the establishment and modernisation of local agro-industrial units.

Depending on the type of facility, 10 to 25% of construction and upgrade costs are reimbursed, subject to a budgetary cap announced by the agricultural ministry.

Legally, Decree No.540-p forms part of the State Programme for Development of Agriculture and Regulation of the Markets of Agricultural Products, Raw Materials and Food for 2013-2020, which has been used for the identification of the potentially affected tariff lines.
On 24 November 2018, the government extended the program with Resolution N1413.
The GTA includes state guarantees and other financial incentives that are likely to affect the restructuring and performance of firms facing international competition, whether from imports, in export markets, and from foreign subsidiaries.
