On 15 December 2015, the Indian Ministry of Steel published the Steel and Steel Products (Quality Control) Order, 2015. The Order prohibits the manufacture, storage for sale, distribution or sale of several steel products which are not licensed by the Bureau of Indian Standards (BIS) and carry its Standard Mark.
Although the Order applies to both domestic and imported steel, the Order has been motivated as a barrier to foreign steel producers which do not generally meet BIS norms.
The Order will be applicable from 15 December 2015. Exports to countries which do not require BIS standards are exempted from this measure. All other manufacturers must comply with the BIS standards by 18 March 2016.
On 17 March 2016, through Steel and Steel Products (Quality Control) (Amendment) Order, 2016 published by the Ministry of Steel via S.O. 1149(E), the Ministry has extended the requirement to conform with the Quality Control Order for several grades of steel by 6 months i.e. from 18 March to 18 September 2016.
On 16 September 2016, through Steel and Steel Products (Quality Control) (Second Amendment) Order, 2016 published by the Ministry of Steel via S.O. 2966(E), the Ministry has further extended the deadline for these specific grades of steel from 18 September 2016 to 18 December 2016.
On 13 October 2017, certain products were added to the Quality Control Order with effect from 20 January 2018 (see related State Act).
On 16 February 2018, the above Quality Control Order was superseded by Steel and Steel Products (Quality Control) Order, 2018. The new Order collates several older Order's but no other products have been added to the list.
On 29 June 2018, the Order from February 2018 was again superseded by Steel and Steel Products (Quality Control) Order, 2018. The new Order added additional products within the purview of the Quality Control (see related State Act).
