Anti-dumping

On 24 February 2016, the International Trade Commission (ITC) of the Ministry of Economic Affairs initiated an antidumping investigation on imports of carbon steel plate, including, without limitation, other flat-rolled products of iron or non-alloy steel, hot-rolled, not in coil, not clad, plated or coated, of a minimum thickness of 6mm from Brazil, China, India, Indonesia, Republic of Korea and Ukraine. The investigation was initiated on the basis of the Ministry of Finance's initial determinations on 22 February 2016, transferring the case to the ITC.
The products subject to investigation are classified under the following codes: 7208.51.10, 7208.51.20, 7208.51.30, 7208.51.40, 7208.52.10, 7208.52.20, 7208.52.30, 7208.90.10, 7208.90.21, 7208.90.30, 7208.90.40, 7211.14.10, 7211.14.20, 7211.14.30, 7211.14.40 and 7225.40.00. The Ministry of Finance received the complaint on 10 December 2015 from China Steel Corporation on behalf of the domestic industry.
 
On 16 August 2016, Customs Administration, Ministry of Finance of Chinese Taipei imposed a provisional anti-dumping duty on imports of the above product from Brazil, China, India, Indonesia, Republic of Korea and Ukraine. The rate of the duty imposed on imports from Brazil is 31.10%. The rate of the duty imposed on imports from China is between 40.29% and 59.73% depending on the company. The rate of the duty imposed on imports from India is 25.85%. The rate of the duty imposed on imports from Indonesia is 46.84%. The rate of the duty imposed on imports from the Republic of Korea is between 8.66% and 80.50% depending on the company. The rate of the duty imposed on imports from Ukraine is 26.57%. The measure is in force from the 22 August 2016 for a period of 4 months.

On 20 February 2017, Chinese Taipei decided to impose a definitive antidumping duty on imports of the subject good from Brazil, China, India, Indonesia, Republic of Korea and Ukraine. The rate of the duty imposed on imports from Brazil is 31.10%. The rate of the duty imposed on imports from China is between 41.47% and 59.57%. The rate of the duty imposed on imports from India is 32.82%. The rate of the duty imposed on imports from Indonesia is 42.91%. The rate of the duty imposed on imports from the Republic of Korea is between 4.02% and 80.50%. The rate of the duty imposed on imports from Ukraine is 17.91%. The duty entered into force retroactively from 22 August 2017.
