On 9 April 2010, the South African Revenue Service (SARS) issued Notice no. 269 introducing an exemption of the customs duty on certain fabrics.
The duty reduction was requested by Sheraton Textiles, Cotton Traders cc, Maytex Industries, and Classique Quiltors to the International Trade Administration Commission (ITAC) of South Africa.
In order to protect domestic producers, the duty free import is subject to a permit, in order to avoid the abuse of the duty reduction, which is reserved for the production of home textiles.
Hence, the government did not change the tariff schedule, but introduced various rebate provisions on the following items: textile bed, table, toilet and kitchen linen; curtains and interior blinds; curtain or bed valances; other furnishing articles; other made up articles; mattress supports; articles of bedding and similar furnishing fitted with springs or stuffed or internally fitted with any material or of cellular rubber or plastics, whether or not covered were created.
Affected trading partners
The GTA retrieves its data on affected trading partners from UN Comtrade. However, for the year 2009, the database was not able to provide the affected trading partners for Botswana, Swaziland, and Lesotho.
