On 8 October 2010, the South African Revenue Service (SARS) issued Notice no. 871 exempting the import tariff on certain components used in the production of set top boxes.
The duty reduction was requested by Reutech Radar Systems (Pty) Ltd. to the International Trade Administration Commission (ITAC) of South Africa. The Commission in turn recommended a tariff exemption, as certain components are not manufactured in the SACU.
The ITAC did not specify which components will benefit from the duty exemption, but offered a list of major components carrying the codes 8504, 8506, 8536, and 8544.
In order to protect domestic producers, the duty free import is subject to a permit, which is only granted as long as a shortage of the good in question exists.
Hence, the government did not change the tariff schedule, but introduced a rebate provision classified under 316.17/00.00/03.00 with the following description:

The GTA retrieves its data on affected trading partners from UN Comtrade. However, for the year 2009, the database was not able to provide the affected trading partners for Botswana, Swaziland, and Lesotho.
