Import tariff

On 6 November 2009, the South African Revenue Service (SARS) issued Notice no. 1051 exempting the import tariff on fruits of the genus Capsicum (specially dried paprika).
 
The duty reduction was requested by Papriex (Pty) Ltd. to the International Trade Administration Commission of South Africa (ITAC). The ITAC in turn recommended a tariff exemption, as the good in question is not produced in sufficient quantities in the SACU.
 
Rebate provision
In order to protect domestic producers of paprika, the dutyfree import is subject to a permit and exclusive for use by oleoresinextractors.
 
Hence, the government did not change the tariff schedule, but introduced a rebate provision classified under 460.02/0904.20/01.06 with the following description:

  • Dried, crushed or ground fruits of the genus Capsicum for the extraction of oleoresin of a kind used in the food industry, in such quantities, at such times and subject to such conditions as the International Trade Administration Commission may allow by specific permit, provided the Commission is satisfied that the subject fruits are not available in the SACU region.

 
The regular tariff schedule is 25% in general, 9.5% for EU member states, 25% for EFTA member states, and free of duty for members of the Southern African Development Community (SADC).
 
Affected trading partners
The GTA retrieves its data on affected trading partners from UN Comtrade. However, for the year 2008, the database was not able to provide the affected trading partners for Botswana, Swaziland, and Lesotho.
