On 1 March 2013, the Customs (Prohibition of Imports) Order 2012 came into effect. The Order consists of four schedules of which schedule two is applicable under the GTA excise. Notably, a number of products under schedule two may not be included, as they do not fall within the scope the GTA excise.The order was published on the on the 31 December 2012 under legislation number P.U. (A) 490.
The second schedule, part 1 covers various prohibited goods subject to import licensing. Import licenses are issued by the Director General of Customs or by a customs official at the specified government body. The second schedule, part one covers the following products (HS 6-digit level):
Motor vehicles for persons (8703.10, 8703.21, 8703.22, 8703.23, 8703.24, 8703.31, 8703.32, 8703.33, 8703.90); Motor vehicles for goods (8704); Various derricks, cranes, straddle carriers, and crane trucks (8426.11, 8426.12, 8426.19, 8426.20, 8426.30, 8426.41, 8426.49, 8426.91, 8426.99); Arsenic trichloride (2812.10, 2811.22); Various organic chemicals (2914.31, 2915.24, 2915.90, 2916.34, 2924.29, 2932.91, 2932.92, 2932.93, 2932.94, 2939.30, 2939.41, 2939.42, 2939.44, 2939.61, 2939.62, 2939.63, 2941.61); Various medicaments containing ephedrine or pseudoephedrine (3003.90, 3004.40, 3004.90); Medicine making machines (8479.89).
Second schedule, part 2 covers various prohibited goods subject to import licensing. Import licenses are issued by the Director General of Customs or by a customs official at the specified government body. Free zones specified under the order's paragraph 4, subparagraph 2 are however exempt from import licensing requirements. The second schedule, part two covers the following products (HS 6-digit level):
Sugar (1701, 1702.30, 1702.40, 1702.60, 1702.90); Rice machinery (8437.10, 8437.80, 8437.90); Radar- and radio navigational aid apparatus (8526.10, 8526.91); Parabolic antenna (8529.10); Motorcyclists' safety helmets (6506.10); Chassis fitted with engines for various vehicles (8706); Chassis not fitted with engines for various vehicles (8708); Bodies, including cabs, for various motor vehicles (8707); Various motorcycles, including mopeds, and specific motorized bicycles (8711.10, 8711.20, 8711.30, 8711.40, 8711.50, 8711.90); Road tractors for semi-trailers (8701.20); Various special purpose motor vehicles not utilized for the transport of persons or goods (8705 excluding 8705.30); Used brakes for various motor vehicles (8507.10, 8507.20, 8507.30, 8507.40, 8507.50, 8507.60, 8507.80); Used tyres for various vehicles (4012.20); Unmanufactured tobacco or tobacco refuse (2401); Methyl chloroform (2903.19); Optical disc mastering and replicating machines and parts thereof (8479.89, 8479.90); Various substances derived from Phenethylamine and their salts (2922.19, 292250, 2924.29); Waste, paring and scraps of plastic (3915).
Second schedule, part 3 covers various prohibited goods subject to import licensing. Import licenses are issued by the Director General of Customs or by a customs official at the specified government body. Free zones specified under the order's paragraph 5, subparagraph 2 as well as the geographical areas Labuan, Langkawi and Tioman are however exempt from import licensing requirements. The second schedule, part three covers the following products (HS 6-digit level):
Wheat or meslin flour (1101.00); Kain sarong batik, a specific women's and/or girl's garments (6211.42, 6211.43, 6211.49); Semi-finished products of iron and steel (7207, 7218.91, 7218.99, 7224.90); Various hot-rolled bars and rods (7221.00, 7222.11); Stranded wire, cables, cordage, ropes, plaited, bands and the like of aluminium (7614.10, 7614.90); Flat-rolled products of iron and non-alloy steel with various widths (7208, 7209, 7210, 7211, 7212); Tubes, pipes and hollow profiles (7203, 7204, 7205, 7206).
