NoOn August 20th, 2015, the Pakistani National Tariff Commission initiated an anti-dumping investigation on imports of cotton yarn, carded or combed, 55.5 and above counts, originating in India (Notice ADC No. 38/2015/NTC/CY).
The products subject to investigation are classified under the following HS codes: 5205.1500, 5205.2700, 5205.2800, 5205.3500, 5205.4700 and 5205.4800.
This investigation follows the application lodged on July 7th, 2015 by the All Pakistan Textile Mills Association (APTMA) on behalf of seven domestic producers of the subject goods.
On 16 February 2016, the Pakistani authorities made a preliminary determination. The investigation continues without the imposition of provisional duty.
On 22 February 2017, the Pakistani National Tariff Commission made a final determination to impose definitive anti-dumping duties on imports of the subject good from India. The rate of duty is between 4.84% and 14.55% of the C&F value in ad valorem depending on the company. The measure is however not imposed until and if the countervailing investigation on the same product (see related measure) is concluded with a negative final determination. In such a case the above definitive anti-dumping duties will take effect.
On 18 October 2017, the Pakistani National Tariff Commission imposed the definitive duty determined in February 2017 on imports of the subject good from India. The duty is in force for a period of 5 years.
