Import tariff

On 24 July 2009, the South African Revenue Service (SARS) reduced the import duty on aluminum. The general duty is now 3.8 percent for HS 7606 and 7607 and free of duty of HS 7604 and 7605:

  • HS 7604: 7604.10.35, 7604.10.65, 7604.21.15 , 7604.29.15 , 7604.29.65
  • HS 7605: 7605.11.05 , 7605.11.80 , 7605.19.05 , 7605.19.80
  • HS 7606: 7606.11.07 , 7606.11.17, 7606.12.07 , 7606.12.17 , 7606.91.07 , 7606.91.17, 7606.92.07 , 7606.92.17
  • HS 7607: 7607.11 5, 7607.19.90 , 7607.20.90

 
Previously, the general import duty was at 5 percent for goods under HS 7604 and 7605 and at 10 percent for HS 7606 and 7607. Duties for EU and EFTA countries varied depending on the HS subheading. The Southern African Development Community (SADC) remains exempted from duties.
 
Rebate provisions
As goods under HS 7604 and 7605 are now free of duty, the following rebate provisions have been deleted from the tariff book:

  • 315.02/7605.21/01.06: Wire of aluminium alloys, of which the maximum cross-sectional dimension exceeds 7 mm, for the manufacture of heat exchange tubes of subheading 7608.20
  • 316.01/7604/01.04: Hollow profiles of aluminium, of a cross-sectional dimension not exceeding 370 mm, for the manufacture of condensers and evaporators for motor vehicle air conditioning equipment, in such quantities as the International Trade Administration Commission may allow by specific permit after the Commission has been satisfied that the quality of such hollow profiles of aluminium, manufactured in the SACU is not acceptable to the motor industry
  • 320.07/7605/01.04: Aluminium wire, in coils, of a mass exceeding 20 kg

 
Phase-down
The duties on HS 7606 and 7607 are part of a phase-down, which projects the following tariff schedules until 2012:

  • 2.5% from 1 January 2010
  • 1.3% from 1 January 2011
  • 0% from 1 January 2012

 
Affected trading partners
The GTA retrieves its data on affected trading partners from UN Comtrade. However, for the year 2008, the database was not available to provide the affected trading partners for Botswana, Swaziland, and Lesotho.
 
Update
On 11 March 2011, the duty on HS 7604 was reinstated.
