Labour market access

On 25 May 2009, the European Council issued Directive 2009/50/EC, creating a EU Blue Card system, allowing highly skilled non-EU workers to join the European labour market.
The intention of this programme is to attract highly skilled workers to work within the European market.
Candidates must fulfill the following requirements:

  • Working contract (annual salary at least 1.5 times over average gross annual salary in the respective Member State).
  • Valid travel documents.
  • Proof of health insurance.
  • In case of a regulated professions, documents verifying the national legal requirements for this profession.

The EU Blue Card system went into force on 19 June 2009 and the Member States had until 19 June 2011 to transpose the Blue Card system into national law.

Update:
In December 2011, the European Commission introduced standardised administration criteria for EU Blue Card applications and introduced a single procedure for all applicants (see 'Related Measures').
