NoOn 21 October 2014, a draft law containing measures designed to prevent the substitution of domestic by foreign cultural traditions was registered in the Stata Duma (draft law 630050-6/ 21.10.2014). The draft law proposes a quota for domestic products to be set at 75% of the total air time of Russian radio and TV stations.
All broadcasts within the quota are to be executed in the state language of the Russian Federation or in the national languages of the peoples of Russia. From the quota air time are excluded audio, and audio-visual broadcasts in foreign languages that spread cultural values, as well as musical or literary classic academic works that are universally recognised as a World Cultural Heritage.
The parliamentarian Ivan Nikitchuk who proposed the bill said that the quota of radio and TV media should be a stimulus for the development of the national Russian culture as a whole. He further mentioned the USA as one of the target countries of this proposal.
For violations of the new quota, a further draft bill introduced on the same day proposes non-compliance fines for officials, physical and juridical persons (draft law 630082-6/21.10.2014).
