FDI: Entry and ownership rule
On 14 October 2014 the President of the Russian Federation, Mr Vladimir Putin, signed Federal Law FZ 305. It introduces amendments to the Russian Mass Media Law and enters into force on 1 January 2016. The law introduces a restriction that the share of foreign participation in the capital of companies owning a Russian media outlet should not exceed 20 per cent.
In addition, the new bill introduces the requirement: 'a foreign state, an international organisation or organisation under their control, a foreign legal entity, a Russian legal entity with foreign capital, a foreign citizen, a stateless person, or a Russian citizen who holds dual citizenship cannot act as a founder of a mass media outlet'.
Furthermore, the new law prohibits the mentioned juridical and physical persons to occupy editorial positions in mass broadcasting media outlets or organisations.
