On February 13, 2011 the city council of Memphis approved a local price preference in government procurement. Ordinance 5389 provides for 'a local preference to local businesses in the city limits Memphis, Tennessee in awarding city contracts and making purchases whenever the application of such preference is reasonable in light of the dollar-value of proposal received in relation to such expenditures.' More precisely, it generally provides for a 5% price preference.
