In November, 2012, the city of El Paso (state of Texas) adopted a local preference ordinance that follows a state statute enacted the previous year (see related measure). To qualify, a vendor must have an office in the city limits of El Paso and have at least three full-time employees. Prior to this ordinance, preference was given only to local businesses in breaking tie bids with nonresident vendors.
