The city of Surprise, Arizona adopted a Local Vendor Preference Policy that aims to enhance the prospects for a local company by automatically deducting 2.2 percent from its bid price for goods. The figure is equal to the city's portion of the Transaction Privilege Tax. According to Chief Financial Officer Bob Wingenroth, 'The purpose is to promote and retain local businesses and help job creation in Surprise."
