Capital injection and equity stakes (including bailouts)
On 9 April 2014, the EuropeanCommission allowed the Italian authorities to provide investment aid to the Verona and Brescia airports in the form of an EUR 12.7 million capital injection.
The first beneficiary manages Aeroporto Valerio Catullo di Verona Villafranca S.manages the airport of Verona with around 3 million passengers annually. The second beneficiary, the Brescia airport, is a small regional airport with less than 1 million passengers per years, specialising in cargo transport.
According to the Commission, "the notified measure is intended to strengthen the company's capital base so that it can contribute to financing the infrastructure investments envisaged in the 2012-2021 business plan" (para. 18, letter from the EC to Italy, Brussels 9.4.2014). Some of the investments include a terminal upgrade and extension, the improvement of road networks and parking facilities, an aircraft apron extension, as well as the purchase of land for a control tower.
Further, the Commission states that "considering the forecasted traffic at Verona airport and Brescia airport and the proximity of the latter airport to e.g. Bergamo-Orio Al Serio (68 kilometres away), the Commission considers that competition and trade between Member States are likely to be affected." (para. 49)
A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
As the Commission underlined that particularly the Bergamo-Orio Al Serio airport might be affected, the list of affected countries was compiled based on the nationality of the carriers operating from the Bergamo airport. The foreign airlines operating at this airport are Air Arabia Maroc, AlMasria Universal Airlines, Blue Air, Carpatair, FlyRomania, Lufthansa, Pegasus Airlines, Ryanair, TACV, TAROM, Ten Airways and WizzAir.
