On 29 October 2013, the Minister for Education, Christopher Pyne, and the Minister for Immigration and Border Protection, Scott Morrison announced a package of measures intended to simplify student visa rules through a streamlined assessment-level framework (ALF) and to extend streamlined visa processing arrangements to low-risk non-university degree providers.

From 22 March 2014, Austria will simplify the ALF and remove levels AL4 and AL5. Therefore the high immigration risk students are "downgraded" to category AL3 and are therefore subject to lower restrictions than previously. AL5 has never been applied but AL4 visa applicats can not benefit from a reduction in:

  • level of evidence of English language proficiency
  • financial capacity
  • previous studies
