NoEffective 1 April 2013, an expatriate who enters into Azerbaijan for more than three days must be registered with the State Migration Service (SMS) by his/her landlord/landlady. The tightened state control over the migration inflows consists in the fact that the previous registration rules were formulated with regard to stays below and above 30 days. In the former case the expatriate was registered by his/her landlord/landlady, while in the latter case the expatriate had to apply for a registration personally. A further new policy element is that the SMS is the state body that decides whether to approve a registration application and may impose a fine for a failure of an expatriate to register within the established new deadline. Formerly, the police was empowered to do the registration.
