On February 4, 2013, the Argentinian Minister of the Interior and Transports issued a resolution (Resolution 28/2013) revoking the contract held by Belgrano Cargas Sociedad Anónima (BCSA) for the operation of freight services on the Belgrano network. Since 2006, BCSA was run by the Sociedad Operadora de Emergencia (SOESA), a consortium made of an Argentinian railways trade union, Argentinian companies and a Chinese conglomerate Sanhe Hopeful Grain & Oil Group of China.
On May 21, 2013, the Argentinian President Cristina Fernández de Kirchner adopted a decree (National Decree No 566/2013) that created the state-owned company Belgrano Cargas y Logística Sociedad Anónima that took over the former private company BCSA.
