On 15 February 2013, Luxembourg lowered the languagerequirements for foreign lawyers from EU countries. Previously, lawyersneeded to proof profiency in French, Germanand Luxembourgish. The newand lower language requirements are:
French - Understanding and written/oral expression Level B2
Luxembourgish -Understanding B2 and written/oralexpression Level B1
German -Understanding B2 and written/oralexpression Level B1
The EC argues that the initialrequirements were limiting the access for foreign workers and were considereddiscriminatory(EC in Oct. 2012 withrespect to article 258 TFEU). The new requirements are accepted by the EC (see sources).
Even though the language requirements are lowered, the same languages are still required. Therefore, the measure is most likely to benefit French and German speaking countries, namely: Belgium, France, Germany, Austria and Switzerland.
