Labour market access

On 3 July 2012, the Ministry of Manpower revised the eligibility criteria of the Training Employment Pass (TEP) and its validity. The new rules have immediate effect.
The TEP is uses by foreign interns and employees of multinational companies to receive training in a Singaporean office.
Acording to the new disposition, the TEP can only be granted for a non-extendable period of 3 months to workers earning a minimum fixed monthly salary of SGD 3000 ($2465). Before, the passes were granted for a period of up to a year and no salary requirement was necessary.
There are 2 main exceptions to these rules:
- The salary requirement could be waived for students trainees from some acceptable educational institution.
- Foreign students from 8 selected countries can apply for a Work Holiday Program in case they do not fulfill the requirements for the TEP. In this case they are also allowed to remain in the country for up to 6 months.
