On 1 April 2011 changes to Canada's Temporary Foreign Worker Program came into effect. According to a "backgrounder" document circulated by the Canadian government the following changes were introduced:
1. More demanding assessments of the "genuineness" of a job offer.
2. A two year ban on employers from hiring temporary foreign workes who fail to meet their commitments to employees in regard to compensation and working conditions.
3. A four year limit on the length of time a foreign temporary worker may be employed in Canada before returning to their home country. The foreigner must then wait another four years before attempting to regain entry to the Canadian work force.
