On 28 February 2011 the UK immigration minister, Mr. DamianGreen, announced to Parliament increases in the fees charged for immigration and naturalisation. In that statement Mr. Green said "We have continued with our strategic approach to charging: setting certain fees above cost on the basis of the value of the service." In an annex, published with the Minister's speech, the proposed fees that will come into effect from April 2011 frequently exceed the "unit cost" of completing an immigration procedure, as estimated by the UK government.
