On 17 November 2009 Latvian authorities contacted the European Commission to request a decision about a state aid to be admitted for Latvian farmers to buy agricultural land.
According to Latvian authorities 97.6 of all rural holdings are smaller than 15.9hectares. In 2009, the Latvian economy and its agricultural holdings were affected by the deepening recession in the world economy.
The state aid to be granted amounts to a maximum of 8 million Latvian lats (LVL) and should enable the purchase of a total of 70 000 hectares of agricultural land by approximately 1 000 farmers during the period from 2010 to 2013. A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects the extent of discrimination against foreign commercial interests. On this metric, the state aid proposed here is discriminatory.
