Labour market access

On 22 February 2011, the Austrian government adopted a change in the immigration law to be effective from 1 July 2011. Under the new regime entiteled "RWR-Card", non-EU citizens may immigrate into Austria under a points-based system rather than definitive quotas set previously.
 
The RWR-Card will be issued in two versions. Foreign nationals with a "RWR-Card" may work for a designated employer, while those holding a "RWR-Card plus" have unrestricted access to the Austrian labor market. In any case, families may be reunified immediately after the immigrant started to work in Austria.
 
Eligible foreigners must qualify for one of three subgroups: (1) high skilled employees, (2) employees in shortage occupations, (3) employee for a key position for which no equivalent is available.
 
Points will then be awarded along the criteria (i) educational attainment, (ii) professional experience, (iii) age, (iv) language skills, and (v) remuneration.
