Controls on commercial transactions and investment instruments

On 3 June 2022, the EU adopted Council Implementing Regulation (EU) 2022/876 adding 8 Belarusian companies to the list of entities whose funds and economic resources shall be frozen within the EU. The new companies subject to an asset freeze and a prohibition from making funds available to them are: 1. Open Joint Stock Company "Belaruskali"; 2. Joint Stock Company "Belarusian Potash Company"; 3. "Inter Tobacco" LLC; 4. Open Joint Stock Company "Naftan"; 5. Open Joint Stock Company "Grodno Tobacco Factory Neman"; 6. Beltamozhservice; 7. Open Joint Stock Company "Managing Company of Holding Belkommunmash"; and 8. Belteleradio Company or National State Television and Radio Company of the Republic of Belarus. 

These companies operate in the following sectors: potash production, manufacturing of tobacco and public transport vehicles (buses and trolleys), stock exchange brokering, and radio and TV broadcasting services. 

In particular, these 8 entities were added to Annex I of Regulation (EC) 765/2006 which set the sanctions against President Lukashenko, the Belarusian leadership and officials responsible for the violations of international electoral standards and international human rights law of 2006. 

In this context, the Council of the EU noted in a press release: "The Council today decided to impose restrictive measures on an additional 12 individuals and 8 entities for their role in the ongoing internal repression and human rights abuses in Belarus. These measures are in addition to those adopted today in the context of Belarus’ involvement in Russia’s war against Ukraine and constitute the sixth round of sanctions against the Lukashenko regime linked to the domestic situation in Belarus". 

EU's sanctions on Russia and Belarus 

On 3 June 2022, the EU adopted its sixth package of measures targetting the Russian Federation for its invasion of Ukraine, as well as Belarus for its involvement. The package includes 4 other regulations establishing targeted restrictive measures on Russian and Belarusian politicians and high-profile individuals, trade restrictions, as well as other capital control and financial restrictions (see related state acts).
