On 11 February 2011, the Competition Commission of South Africa issued its recommendation to the Competition Tribunal in the proposed merger of South African Massmart with US retailer Wal-Mart. The Commission had been called upon when Wal-Mart annouced its takeover bid of the South African wholesale and grocery enterprise.
In its evaluation of the merger with respect to the public interest, the Commission cited the sourcing of retailed products to be of general concern when approving the merger. With a generally permissive conclusion to the merger, the Commission notes that the merging parties had agreed among other things to "source the majority of their products locally".
