Export ban

On 5 April 2022, the government of Canada introduced the Regulations Amending the Special Economic Measures (Belarus) Regulations (SOR/2022-075), banning the provision of insurance and reinsurance services to the Belarusian aviation and aerospace sector. The regulation is introduced as part of the sanctions adopted by Canada against Belarus for enabling the Russian attack on Ukraine. 

In particular, the Regulation forbids the provision of insurance and reinsurance services to or for the benefit of Belarus or any person in Belarus linked to any good listed under Chapter 88 of the Harmonized Commodity Description and Coding System ("Aircraft, spacecraft, and parts thereof") or to any related technology. The measure does not apply to the existing insurance or reinsurance contracts until a month following the regulation's entry into force.

In the same announcement, the government banned the export of the goods enumerated in the Restricted Goods and Technologies list to Belarus (see related intervention) and introduced sanctions against 9 Belarusian individuals. 

In this context, Melanie Joly, Canadian Minister of Foreign Affairs, said: "By enabling Vladimir Putin’s senseless invasion of Ukraine, these close collaborators of the regime are complicit in the horrific events unfolding before our eyes. Canada continues to stand with the brave people of Ukraine fighting for their freedom, and we will not stop pressuring the Russian regime until its troops have left Ukrainian soil. The atrocities must end".

The measure is part of the several rounds of sanctions introduced by Canada against Belarus and Russia (see related state acts).
