Biography:

Venezuelan economist, graduated from Universidad Católica Andrés Bello. Officer was International Cartagena Agreement Board, Minister Counselor for Economic Affairs of the Embassy of Venezuela in Colombia; Director General of Economic Integration of the Institute of Foreign Trade, Alternate Representative to the Cartagena Agreement Commission and Deputy Director of the Andean Development Corporation; Director of Trade Policy, Deputy Secretary-General and Secretary General of ALADI for two periods. Today is International Consultant and is a columnist for the daily El Mundo and websites Analitica.com, Aporrea.org and Tinku.org. He was awarded the rank of Ambassador in 1993.
