Russia: Initiation of review of anti-dumping duties on steel tubes from Ukraine

Description

By Government Decree from 29 December 2005 #824, the antidumping duties of 11,4% (pipe casing) and 8,9% (oil-gas tubes)of the customs value were introduced on steel tubes from Ukraine  for 5 years. The codes are: 7304 24 100 1, 7304 24 100 2, 7304 24 100 3,  7304 24 100 4, 7304 24 100 9, 7304 24 900 1, 7304 24 900 9, 7304 29 100 1, 7304 29 100 2, 7304 29 100 3, 7304 29 100 4, 7304 29 100 9, 7304 29 110 1, 7304 29 900 1, 7304 29 900 9, 7304 39 580 0, 7304 39 920 0, 7305 20 000 1, 7305 20 000 9, 7306 21 000 0, 7306 29 000 0.
 
However, from 2005 to 2008 the imports of those tubes from Ukraine increased by 81,9% and by 51,4% respectively. The dumping margin of the imported tubes from Ukraine constituted 59,1% and 11,8% therefore the existing anti-dumping duties of 11,4% and 8,9% are not enough to offset the dumped imports from Ukraine. The notification about the review was published in the Rossiiskaya Gazeta № 5077 from 30 December 2009.
