Russia: Extension of the safeguard duty on tubes of large diameter

Description

 By the Government Decree from 15 November 2006 # 685, the safeguard duty of 8% of the customs value was introduced for 3 years. During these three years the Russian domestic producers have increased their share of domestic market from  68,7% to 94,4% by 2008. However, the situation has changed in 2009 - the share of the domestic producers has fallen by 92,8%. The government also was taking into account the information that some EU countries, India, Korea, Japan and Ukraine plan to increase their exports to Russia after the the duty will expire. Therefore, the Government took a decision to extend the duty for another 3 years until 21 December 2012.
