Egypt: Anti-dumping duties imposed on imports of electric motors originating in or exported from China

Description

The government of Egypt has imposed definitive anti-dumping duties on imports of electric motors of alternating multi-phase current of an output from 22 kilowatt (30 horsepower) up to 74 kilowatt (100 horsepower) originating in or exported from the People's Republic of China. Investigations concluded that the products were imported at dumped prices and caused material injury to the domestic industry. The duties are for five (5) years and are as follows: 30 horsepower - 85%; 40 horsepower- 80%; 50 horsepower - 86%; 60 horsepower - 85%; 75 horsepower - 81%; 100 horsepower - 83%.
 
Initiation:
The Mohamed Ahmed Dawood Company for Investment filed an application alleging the dumping of significant quantities of alternative current electric motors of an output from 22 Kilowatt (30 HP) to 74 Kilowatt (100 HP) originating in or exported from China. The company alleges that the products are imported at dumped prices and cause injury to the domestic market.The application is based on the existence of dumping on a comparison between the average export prices of the product concerned imported from China into Egypt and the average domestic selling prices of the product in the Chinese market at the same trade level. There is a dumping margin exceeding 2%, above the de minimis threshold. The company alleges that the volume of imports of the product from China exceeded 3% of the total imports of the products from all countries. The dumping period is from July 2008 to June 2009.The material injury alleged to be caused by the dumping of the product include:
i. An increase in the production cost compared to domestic selling price
ii. Price undercutting between the price of the Chinese and the domestic product in the domestic market.
iii. A decline in domestic sales
iv. An increase in inventory volume
v. A decline in the ability of the domestic industry to utilize capacity available
